I am directed by the Marquess of Lansdowne to
acknowledge the receipt of your despatch dated April
28th last reporting the circumstances connected with
the arrest of the steamship "Kaifong" at Cebu.
I am to inform you that a letter has been re-
ceived from Messrs. John Swire and Sons of Billiter
Square containing further particulars on the subject.
It appears that the Stowaways were discovered by
the Ship's Officers (European) and their presence re-
ported to the Authorities. Messrs. Swire and Sons
consider that the action of these officers exonerated
them in the eyes of the Authorities from any conniv-
$
ance at the attempted infringement of the American
regulations, for otherwise the steamer, or her value,
would most probably have been impounded. They regard
the imposition of what, under the circumstances, ap-
